Platform rules
what the stores and ad networks allow.
Why points stay points, why the wallet and offerwalls are off on iOS by default, and what to read before you switch anything on. Policies change: read the current versions linked here before every release. Nothing here is legal advice.
01AdMob: no money for ad views
Google AdMob's policies for ad units that offer rewards define "direct monetary items" as legal tender or other modes of payment usable in the real world, with cash, cryptocurrency and gift cards as examples, and do not allow them as rewards for rewarded ads under any circumstance. Rewards that are allowed must be non-transferable: usable only by the same user and not convertible into money or into something that can be passed to another person.
That is why Watch And Earn keeps two balances and has no path from points to cash (the hard rule). Rewarded ads, rewarded interstitials and everything else that pays points only ever pay points. Cash comes from offerwall and survey providers paying for completed offers, not from ads.
Other ad networks (Unity Ads, ironSource LevelPlay) have their own publisher policies on incentivised traffic. Read the one for each network you use.
02Why iOS is off by default
wallet.platforms.ios and offerwalls.platforms.ios default to off (admin/src/manifest40.ts). The app then shows no wallet and no offerwalls on iPhone and iPad, and the server refuses payout requests from iOS. The console help says: Apple restricts incentivised installs and cash rewards on iOS; turn iOS on only after reading the App Store Review Guidelines for your app.
From the App Review Guidelines as read on 2026-10-07 (paraphrased; read the current text):
- 3.2.2 (x): apps must not force users to download other apps, rate or review the app, or take similar store-related actions to access functionality or content. Incentivising actions inside your own app, such as completing a level or watching an ad, is otherwise allowed. Many offerwall offers are "install this app and reach level N".
- 3.1.5 (v): cryptocurrency apps may not offer currency for completing tasks such as downloading other apps, encouraging others to download, or posting to social networks. Keep that in mind before offering crypto payouts on iOS.
- 5.1.2 (i): an app may not require users to enable system functionality such as push notifications, location or tracking to receive monetary or other compensation, including gift cards and codes.
- 5.3: sweepstakes and contests must be sponsored by you, with official rules in the app stating that Apple is not a sponsor.
App Review decides case by case. If you turn iOS on, describe the wallet clearly in your review notes, keep cash strictly tied to partner offers and surveys, and be ready for questions. Also check your offerwall providers' own iOS terms.
03Google Play
From the Developer Program Policy pages as read on 2026-10-08 (paraphrased; Google says its summaries are overviews and the full policy wins, so read the current text):
- Financial Services: Play treats products related to the management of money and cryptocurrencies as financial products. If your app contains or promotes them, you must follow the regulations of every country you target, including the disclosures local law requires, and any app with financial features must complete the Financial features declaration in Play Console. A cash wallet with payouts is a reason to fill in that declaration carefully and truthfully.
- Blockchain-based Content: buying, holding or exchanging cryptocurrency should go through certified services in regulated jurisdictions; you must follow each target country's rules and not publish where your service is prohibited, and Play may ask for proof of licensing. An app that lets users earn tokenized digital assets must declare it in the Financial features declaration. If you enable crypto payouts, check whether this applies to you; if unsure, leave the crypto method off.
- Real-Money Gambling, Games, and Contests: outside licensed gambling apps and Google's pilots, Play does not allow users to wager, stake or participate using real money, or in-app items bought with money, to win a prize of real-world monetary value. So: never let a purchase (VIP, boosters, point packs) or points bought with money be the entry to anything that pays cash, never put cash on the wheel, scratch cards, mystery box or events, and keep cash contests free to enter with official rules (Contests). Cash from completed offers and surveys is not a wager.
- Deceptive Behavior: the title, icon, screenshots and description must match what the app really does, with no misleading claims. Do not promise income, and do not suggest that watching ads or playing games pays money. If the wallet is on, say that cash rewards come from completed partner offers and surveys, with a minimum, a hold and an approval step. Rename the app first (why).
- User data: payout destinations (PayPal e-mail, crypto address, bank details) are personal and financial information. Declare them in the Data safety form and your privacy policy.
- Ads: AdMob's and your ad networks' rules above still apply to every ad placement.
More store guidance: Policy and compliance.
04Contests and grants
A contest with cash prizes paid through Grant cash is a contest under store rules and, in many countries, under local law: official rules, eligibility, no purchase necessary, and a statement that Apple or Google is not a sponsor. Points events and tournaments pay points and cosmetics only and stay outside this.
05Offerwall and survey providers
Each provider's publisher agreement says whether you may pass a share of its payouts to users as cash, on which platforms and in which countries, and what you must disclose in the app. Read them before you switch to cash mode (Cash mode).
06Policy checklist
- No text, screenshot or ad says that ads, games or points pay money
- The wallet notice and "How cash works" keep the two-balance meaning
- iOS stays off unless you have read the App Review Guidelines for your case
- Store listing and review notes describe the wallet truthfully
- Data safety form and App Privacy answers cover payout data
- Play Console Financial features declaration completed truthfully (cash wallet, crypto payouts)
- Each offerwall provider allows cash rewards in your setup
